Error code 1625 may appear during program setup, while running a Microsoft Corporation-related programming program (for example, Windows Installer), while starting or shutting down Windows, or even when configuring the structure of Windows. Monitoring when and where your error 1625 occurs is basic information to investigate the problem.

What is the “Installation is prohibited by system policy” error?

Device drivers are one of the most important components of the Windows operating system, allowing software and hardware to communicate properly. While some peripherals, such as dedicated graphics cards, can perform minimally without them, the lack of drivers can prevent hardware from working.

Since we are talking about wireless adapter drivers here, the error “This installation is prohibited by system policy” would prevent the main functions of this device, including WiFi as well as Bluetooth connections. Undoubtedly, if there is no Ethernet available to replace the WiFi connection, it could become a major problem, as the Internet connection would simply not be accessible.

The error “This installation is prohibited by system policy” can occur not only when installing wireless drivers. Users reported receiving the same error when installing Autocad (error code 1625, 509), Python[2] (0x80070659), mouse drivers (G500), and other software.

Group policies that can cause this error can be local policies or domain policies. The policy locations you will want to check are:

  • Computer Configuration > Administrative Templates > Windows Components > Windows Installer
  • Computer Configuration > Policies > Windows Settings > Security Settings > Software Restriction Policies

As the error message suggests, the reason why this happens is the lack of rights to install new software, be it drivers or applications. While it might seem like running the installer as administrator might be enough, that’s usually not the case here (although you should definitely try it as a first fix), so others permission settings need to be changed.

Note: Ensure you are logged in as an administrator for these and the rest of the policies to be changed without issues.

Fix #3. Check Local Security Settings.

  1. Type in Control Panel in Windows search and press Enter
  2. Under View by, select Small icons from the drop-down menu
  3. Pick Administrative ToolsView small icons
  4. Double-click Local Security PolicyLocal Security Policy
  5. Once the new window opens, click on Software Restriction Policies on the left. You should see the following text on the right:
  6. No Software Restriction Policies Defined
  7. Now right-click on Software Restriction Policies and pick New Software Restriction Policies
  8. Double-click on Enforcement on the right
  9. Tick the All users except local administrators optionEdit Local Security policy
  10. Click Apply and OK.

Fix #4. Enable Windows Installer service.

  1. Type in services.msc in Windows search or Run dialog (Win + R) and press Enter.
  2. In the Services window, scroll down until you reach Windows Installer service.
  3. Right-click on it and select Start Windows Installer service.

Close down Services and see if that helped you to remove “This installation is forbidden by system policy” error.

Fix #5. Change BIOS settings

This method helped users who were unable to install wireless drivers due to the error. For that, you need to access your BIOS:

  1. Reboot your computer
  2. Before the login screen animation, spam F2, F8, Del, Esc, or another button (depends on your motherboard manufacturer) on your keyboard
  3. Once in BIOS, you will have to change Wireless settings
  4. Go to Wireless Switch and remove the ticks from WLAN and Bluetooth options
  5. Go to Wireless Device Enable and tick WLAN and Bluetooth to enable them
  6. Reboot your PC.

Fix #6. Change Windows registry.

Warning: you should always backup your registry before changing any settings within, otherwise incorrectly modified registry can cause system instability or even failure.

  1. Type in regedit.msc in Windows search or Run dialog and press Enter
  2. When User Account Control shows up, click Yes
  3. Navigate to the following location:
  4. HKLM\\Software\\Policies\\Microsoft\\Windows\\Installer
  5. If you can’t see DisableMSI entry on the right, proceed with the following:Modify Windows Registry
  6. Right-click on the empty space on the right side of the window and select New > DWORD (32-bit) Value
  7. Name it DisableMSI and double-click it
  8. Set Value to 0 and click OKModify Windows Registry 2
  9. Close down the Registry Editor and see if this solution worked for you.

Fix #7: Disable UAC.

UAC is a Microsoft security tool that helps prevent intrusion of malicious software. It is not full-fledged anti-malware or an antivirus, but it does notify of changes that are about to be made to the computer. For troubleshooting application problems, temporarily disabling UAC may help pinpoint the problem or relieve the issue. Be sure to restore this security setting as soon as the issue is resolved.

To turn off UAC:

  1. Type UAC into the Windows Start menu.
  2. Click “Change User Account Control settings.”
  3. Move the slider down to “Never Notify.”
  4. Click OK and then restart the computer.

Wrapping Up

Like most Windows Installer errors the problem is not with the delivery mechanism (PDQ Deploy in this case) but with the environment. In this case, the installation of Adobe Reader has been blocked by Group Policy. In order to install or deploy Adobe Reader, the system policy must be modified.

When installing certain files on Windows, an error message stating “This installation is prohibited by system policy” may appear.

Is the error message popping up on your own Windows device? If so, chances are that you’ve configured some settings unknowingly. Otherwise, the issue is caused by some bugs on your device.

Now, here’s how you can tackle this “installation” issue on Windows.

1. Enable the Windows Installer Service

You’ll likely run into various installation issues if the Windows Installer is disabled. In fact, you could even struggle to remove apps from your PC if this tool is disabled.

So, you could resolve the “installation is forbidden by system policy” issue by ensuring that the Windows Installer is enabled. Here are the steps you need to follow:

  1. Press Win + R to open the Run command dialog box.
  2. Type services.msc and press Enter to open the Services window.
  3. Scroll down and double-click the Windows Installer option.

Next, click the Windows Installer Startup type dropdown menu and select Manual. From there, press the Start button to enable the service. Finally, click Apply and then click OK to save these changes.

2. Configure Settings in the Local Group Policy Editor

You can also use the Local Group Policy Editor (LGPE) to tackle this issue. However, this method will only be useful if you use Windows Pro, Enterprise, and Education editions.

If you’re using Windows Home, you can check out some tips on how to run the LGPE on Windows Home.

Now, here’s how you can fix the “installation is forbidden by system policy” error using the LGPE:

  1. Type Edit group policy in the Start Menu search bar and then select the Best match.
  2. Navigate to Computer Configuration > Administrative Templates > Windows Components > Windows Installer.
  3. Double-click on the Prohibit non-administrators from applying vendor signed updates option on the right-hand side pane.

Select Disabled or Not Configured in the top-left corner. Finally, press Apply and then press OK to save these changes.

From there, apply the same settings to the Prohibit User Installs and the Prohibit removal of updates option on the LGPE.

3. Use Microsoft’s Program Install and Uninstall Troubleshooter

The Microsoft Program Install and Uninstall Troubleshooter could also help—especially if corrupted Registry keys cause the issue at hand.

So, here are the steps for running this tool:

  1. Download the Program Install and Uninstall Troubleshooter on the Microsoft website.
  2. Double-click on the installed file to run it.
  3. Click the Next button and then select the Installing option.

From there, select the problematic app and then click Next. If you can’t find the faulty app on the list, click the Not listed option and manually search for the program. From there, follow the on-screen steps to finalize the process.

4. Install Your Apps in Safe Mode

Installing your apps in safe mode could also help tackle the “installation is forbidden by system policy” error. This method could be helpful if faulty software programs cause the error.

Here are the steps for installing apps in safe mode:

  1. Type Settings in the Start Menu search bar and select the Best match.
  2. Select Update and Security and then click the Recovery option.
  3. Click the Restart Now button below the Advanced Startup option. Your PC will restart in the Recovery Environment.

On the next screen, click the Advanced options and select the Startup Settings. Finally, press the Restart button and click the F4 key to boot your PC into Safe Mode.

If you no longer run into the error, it’s safe to say that a faulty software program or a device driver is causing the issue.

5. Isolate Faulty Programs by Performing a Clean Boot

If you suspect some faulty programs cause the issue, you can perform a clean boot. This method helps isolate the programs that may be causing this error and other system issues.

The device boots up with all third-party applications disabled when you perform a clean boot. Also, the clean boot feature ensures that only a few critical drivers are running when you start the device. So, this process ensures that there are no interruptions when you install or uninstall software programs.

If faulty drivers cause the issue, you simply need to update or re-install those drivers. Otherwise, if a faulty app causes the problem, you can remove it and its residual files using a third-party uninstaller.

6. Re-Register the Windows Installer Service

Re-registering the Windows Installer service might sometimes turn out to be the best solution. So, here are the steps for re-registering this tool:

  1. Type Command Prompt in the Start menu search bar. Next, right-click on the best match result and select Run as administrator .
  2. From there, type the following command and press Enter to temporarily “unregister” the Windows installer:

msiexec /unreg

Once this process is complete, type the following command and press Enter to re-register the Windows installer:

msiexec /regserver

Wait for the process to complete and then restart your device to save these changes.

7. Configure Settings in Registry Editor
